He died in 1836, and he was an American statesman, diplomat and founding father. He was our fourth president, and he’s been acclaimed the father of the Constitution for his pivotal role in drafting and promoting the Constitution of the United States and the Bill of Rights. And he said, that is not a just government, nor is property secure under it, where the property which a man has in his personal safety and personal liberty is violated by arbitrary seizures of one class of citizens for the service of the rest. And you can see this through taxation and fees and rules and regulations. There is such an assault upon the middle class in America, this transfer of wealth from taxes and fees and then increasing the prices of things such as housing or we talked about the price of water heaters talked again with Karen Levine about that yesterday that a plumber had brought it to her attention of course Ben Williams with Ben’s plumbing heating and cooling has mentioned it as well these new rules that are supposed to take go into effect on April 1 will very possibly triple if not quadruple the price of a water heater and that is a direct wealth transfer for people everyday people it’s a wealth transfer because of all these regulations and we’ve got to get this turned around so again this was James Madison that is not a just government nor is property secure under it where the property which a man has in his personal safety and personal liberty is violated by arbitrary seizures of one class of citizens for service of the rest. I really think that we’ve got to get these property taxes decoupled from property values as well. And so we will continue to talk about that. Our bill of the day is House Bill 1072. The sponsor on it is Republican Scott Slav. And it’s a bill that would establish an individual’s right to own, possess, and use a firearm to the fullest extent allowed by state and federal constitutions. And it repeals all provisions related to extreme risk protection orders, ERPOs, and temporary extreme orders, TURPOs. And these ERPOs… It’s something that was supported from both sides of the aisle several years ago. It’s called our Red Flag Laws. And so I totally support Scott’s law and his House Bill 1072. So take a look at that. And these are important discussions, and they happen because I get to work with wonderful people. And a valued partner of the Kim Monson Show is the Roger Mangut State Farm Insurance Team. Roger, we’re talking about insurance reviews over the last few weeks. And in Colorado, every motorist is supposed to be insured, but they’re not. And so people need to be buying some uninsured motorist coverage, even if you’re probably driving an old, old car, yes?
SPEAKER 14 :
Oh, absolutely. Let’s clarify uninsured motorists for most people listening to this program out there. Uninsured Motors is really designed to protect you against that person who doesn’t have any insurance or has the state minimum of insurance. The state minimum in Colorado is $25,000 damage to any one person, $50,000 damage to any number of persons in that same accident. So if you have three passengers, they’re splitting $50,000. If you have… And is that for medical bills, or what’s that for exactly? Yeah, it’s pretty much for loss of income, loss of your inability to… produce or go to your job or something? Yeah, well, lost wages. So if you get into an accident with somebody and you can’t work for six months, you have no disability income, and you’re making $5,000 a month, that $5,000 would be paid to you by your own carrier from your own uninsured motorist coverage. So is that important to you to protect that income via that particular coverage? I would say yes. Okay. And the coverage, the state demands that you have if you’re buying insurance is $25,000, $50,000, and the last number is $15,000. That last number is very important because that’s for property damage liability. So if I hit your car and I have no insurance and it costs $30,000 to replace your car. So let me focus on the $15,000 property damage that this underinsured motorist might have in Colorado. And that person is legal to drive in Colorado. They have the state minimum, but the 15,000 property damage, they hit your car and your car’s 30,000 to replace. You only get 15 from that person’s carrier. Where’s the other 15 going to come from? Well, you can’t go to your uninsured motorist coverage because that does not cover physical damage. It only covers damage to you for loss of income, death, dismemberment. So I think a lot of people are very confused about uninsured, underinsured motorists. So you need to protect yourself if you have a car that’s valued at $30,000 and this person has $15,000 to repair your car. You’re going to go to your collision coverage and your own policy to pick up the other $15,000. That’s why you need a review. It gets very tangled in terms of sorting out how coverages are applied.
SPEAKER 19 :
I think tangled is the correct word. I don’t see how a regular person without an agent, if they’re just calling an 800 number to get their insurance, they may not be able to get a review, will they?
SPEAKER 14 :
I don’t know. Honestly, I’ve never tried, but I knew there was a commercial out there with a company that says, buy only what you need. Buy only what you need. And my reaction to that is, how do you really know what you need? It’s like me with a financial planner. I might make money and do things financially, but I need a planner to help me really know what I’m doing with that money and how it’s spent. Just because I do it and pay for it doesn’t mean I really understand it.
SPEAKER 19 :
Right. And I think understanding is really half the battle. Knowledge is power.
SPEAKER 14 :

There’s the Monticello level, or excuse me, the Montpelier level. $50 a year the Monticello at $100 a year and then the Mount Vernon at $200 a year but speaking of Iran as Colonel Rutledge as you know he is 97 years young he has a great curiosity for people and places and history and he called after the the news hit regarding the the attacks on Iran, and he said, Kim, I’ve got some personal experience on this, and I thought, let’s bring him on. So, Colonel Rutledge, welcome to the show. Well, good morning, Kim. It’s good to have you, and a lot’s happened this weekend, so break this down. What’s your views on this, Colonel Rutledge?
SPEAKER 03 :
Well, first of all, I think everything that’s been going on in Iran And all of its subversive organizations around the world date from 1978. And I had a very personal experience at that time. I was stationed in Germany. And I was invited to go to a reception at the NATO school at Oberammergau. And they were going to have a speaker there that evening. and we had an opportunity to talk a little bit before his presentation. His name was General Robert E. Heiser, Deputy Commander-in-Chief, United States European Command. And we started talking a little bit, and I was curious about his background, so I asked him where had he grown up in the U.S., And he said, well, you’d probably never know. He said, I was in a small town in Colorado. Well, it so happened that I had duty in Colorado longer than any other state at that time. And I said, well, why don’t you try me? He said, well, I was born and raised in a small town in the western part of the state called Paonia. And I looked at him and I said, well, General, last week I had a call from Fort Collins, Colorado, directly from a gentleman who also was raised in Paonia, Colorado. And he said, who was that? And I said, it was Fon McGraw. Well, he was shocked because he knew Fon McGraw. And he said, I played football in high school with the McGraw boys. And there were three of them that lived in Paonia. So we talked a little bit about that and about Colorado. And then I asked him, well, what had he been doing recently as far as his military duties? And he said, well, I had an experience. not too long ago that will have real implications in a lot of places. He said, I was ordered to go directly to the White House and to get a briefing and to talk directly with President Carter. And I went and he said, President Carter and I discussed the situation in the Middle East, and President Carter said, well, you are to go, and this was all verbal, nothing in writing, you are to go to Iran, and when you get to Tehran, you are to speak to the Shah directly and confidentially, and you are to tell him that my administration will no longer back his play and his support and I feel he should abdicate and leave the country. And I don’t know whether he knew at the time, but the Shah actually had terminal cancer. Most people did not know that. So what happened was he did exactly that because he knew that without the support of the U.S., he would be in a very difficult position. So shortly after he did that, then Khomeini, who had been in exile in France for a number of years, came back, and there was a big rally. And then shortly thereafter, we started off in the season of the Iranian Revolution, wherein they captured the American embassy and held those people for well over 400 and some days and And then Carter recognized that he should probably try to get those people out. And so he sent an Army special team to Iran with helicopters, and they landed in a desert area. And one of the helicopters broke down, and shortly thereafter they were captured by the Iranian military. So everything that has transpired all these years was key to the poor judgment on the part of our president at that time. He was an Able Academy graduate. He had been the governor of Georgia. He was a strong Christian. He had great values. But some of those values were what motivated it because he somehow had the idea that that Iran should have a different type of government, be more democratic, and he failed to recognize the history of Persia and the people over there for hundreds of years. So since that time in the late summer of 1978, there have been hundreds of thousands, perhaps millions of people all over the world And certainly many thousands of Americans have lost their lives because of that decision on his part.
SPEAKER 19 :
Well, and as we’re talking about this, it seems crazy that he would not think about the consequences regarding the reaction to America. If he was going to make such a change, why didn’t he get the people in the embassy out? That just doesn’t make any sense to me.
SPEAKER 03 :
Well, it never has made sense to me. And as soon as General Heiser told me the particulars, it made even less sense. President Carter was a very humane individual. I think he had no contemplation of what would follow. And it was just a very poor political decision. And unfortunately, it was given… new life by the Obama regime and also his successor by financing programs. And Obama said, okay, we’re going to send you all this money and this is going to guarantee that for the next 10 years you won’t be pursuing this objective of a nuclear weapon. This is ridiculous. But that was part of the original conversation. at that time but carter was the one that started it because it destabilized the whole place and i i happen to have had a niece who was living there at isfahan which is another large city in iran at that time so she shared some of her experiences and some of the things that was that transpired during that period of 78 and 79 she had a very difficult time getting back to America because she had a small child. And in order to leave, she had to leave all of her possessions, everything there, and just say, well, I’m going back to Atlanta to take my new son to meet his grandparents. And on that basis, she was able to get out of there.
SPEAKER 19 :
So what do you think, Colonel Rutledge, there’s a lot of concern with the events of the weekend regarding President Trump, war powers. What’s your thoughts about that, Colonel Rutledge?
SPEAKER 03 :
Well, first of all, I had the good fortune to spend 26 years on active duty in the military. And I know that you cannot run an operation by committee. And Congress is one of the most bizarre committees in the world. If you’re the commander-in-chief, you are the chief executive officer of the government, you have to make decisions on short notice. And in this case, he gave a lot of notice to the Iranians. They had many options. But sooner or later, you have to make a decision, and you have to act. They, like many parts of the world, respect power. That’s all. And they thought that they could bluff him, and they had been successful in doing it to his many predecessors. So that was their effort. But they were wrong. And I think he made the right decision. And the idea of systematically destroying all of their offensive capabilities and also depriving them of any economic support that they would have for the various organizations that they support around the world that are terrorists and are a threat not only to the Americans but to other countries as well. So I admire the president for having the courage to make the right decision at the right time.
SPEAKER 19 :
So one of the things people have talked about was this Joint Comprehensive Plan of Action, also known as the JCPOA, which was signed in 2015 in the Obama administration, says it was to limit Iran’s nuclear program. But indications are that they have not honored that promise. agreement. And my understanding is that this response, this attack on this weekend was in response to the fact that Iran, it came… It was discovered that Iran had been lying in these recent negotiations regarding enriched uranium, and that that was one of the catalysts for what happened this weekend, because on the one hand, they said negotiations here in February were going well regarding uranium, their nuclear capabilities, and then come to find out that they’ve not been telling the truth. And that’s, my understanding, is one of the big catalysts for what happened this weekend.
SPEAKER 03 :
Well, we’ve all heard the expression, talk is cheap. And that certainly applies to the Iranians. And even when you put it down in writing and everybody verifies it, It doesn’t make it any more valid. And the Iranians have recent, over decades, reputation for not living up to what they say they’re going to do. So there was ample reason for taking this decision. And, of course, it’s like last summer when the bombers flew out from Whiteman in Missouri. And we at that time had hoped we had destroyed everything in the nuclear area. But then it seems as though there were a few places that they were still encouraged that they might restructure the situation. And a long time ago, the president said it was his policy that Iran, could never get a nuclear weapon. And this timing, again, had arisen where there was a possibility that they might have some nuclear capabilities, and certainly their rockets and things were being improved so that they could, like right now, that they could reach most of our allies in Western Europe, and that they were working on trying to do it for an intercontinental ballistic missile, which would reach America. And that was their desire. And they didn’t want to just shoot one over here that would explode. They wanted a nuclear warhead.
SPEAKER 19 :

And what’s your thoughts about Colonel Rutledge’s comments on Iran?
SPEAKER 15 :
First, I would like to say thank you to the Colonel, Colonel Rutledge, for your service. But more importantly, we need people like yourself to have institutional support generational knowledge of the situation in Iran and it has been a long time coming because Iran’s been a bad actor and so you know the president being within his power to launch epic theory and What do you think the pushback will be in Congress this week on that question? Did he have the power? Did he not have the power? I had watched Senator Fetterman be interviewed, and he said he was well within his power to do just what he did. So I was wondering what your thoughts are on that. I loved your phrase, war, you know, trying to run a war by committee. And what do you think that our president’s action will be?
SPEAKER 03 :
Well, first of all, I think he has the authority to do so. Let’s go back to the first president. George Washington actually took the field and took an army to Pennsylvania and took He was a leader as a commander-in-chief in the Whiskey Rebellion during his first administration. So there have been many instances where we have used force, even against our own people, as necessary. But most of the time, he’s defending American interests around the world. But more specifically, his efforts… They’re very objective, and the unfortunate part is that the Democrats make decisions too much on their hate for the individual. They’re not making decisions on what is best for America, what’s best for peace in the region, they will do everything they can to make a block vote to obstruct whatever the president does. And it’s a very unique situation because I date all the way back from Franklin Delano Roosevelt in the early 1930s. And even at the time when he had a dominant control over both houses, And he had a huge majority. They still would make decisions that were best for the country and not just for the political side. And the Republican Party didn’t like a lot of his policies, but they would never, never under any circumstances. have come out and done something that was in direct conflict with the best interest of America. And I unfortunately believe that the Democratic Party and its leaders are putting American interests last, not first.
SPEAKER 15 :
And I really appreciated our president calling that out at the United Nations, America first.
SPEAKER 03 :
Well, the United Nations is a paper tiger. I have wondered for years why it has even continued. I’ve been there to visit. I used to have a next-door neighbor who was there even when 9-11 happened. He was in the building. And they were fearful they would be one of the targets. So I’ve had a long association with them, and I’ve studied them a lot. And almost all the votes, when they make general votes, they’re against America. We have a history dating all the way back to the late 40s when it was formed. And we’ve been giving foreign aid to so many countries all around the world, especially those in Africa, as they emerged as independent countries. And yet, when they would get in and vote on issues, almost invariably, their vote was against America. And their efforts, supposedly, to maintain international peace, which was one of the greatest purposes of forming the United Nations, has been… Very ineffective.
SPEAKER 19 :
Well, and this foreign aid, Colonel Rutledge, is what we’ve seen, I think, is a real assault upon middle class Americans. So this foreign aid was money that was taken from everyday hardworking Americans. And we’re prosperous, and we like the idea of helping others around the world. And now we’ve seen that it has totally gotten out of hand, and it’s to a point where everyday Americans their property is being so threatened not only through this foreign aid that was given to African countries where it much of that aid did not get to the people that needed it but we’ll talk with them Virginia in this next segment regarding the transfer of wealth because of these industrial wind projects, solar projects, transmission lines. All of this, I think, is connected, Colonel Rutledge.
SPEAKER 03 :
They are. And there’s so many things that we don’t even understand or are not informed about. And the old… thinking that people we’ve made movies and we made jokes about it and we’ve especially talked about it concerning the covid and it’s true in international events too and that is follow the money
SPEAKER 19 :
Yes, and Nick Shirley, the young independent journalist that’s followed the money and uncovered all of this fraud regarding the Somali community, or many of those in the Somali community in Minnesota. It’s amazing to me that we didn’t have mainstream media following the money on that. But this again, this is, and I’ve had comments or conversations regarding immigration. And we actually have a piece in our newsroom that we just opened up this weekend regarding immigration. It’s an excellent piece. And that is that Americans support immigration. They support legal immigration. But this illegal immigration, and I’ve said if somebody’s come here to hurt us, they need to go. If they’re a criminal in their country or they are doing criminal acts here, they need to go. If they come here to live off of the American taxpayer, they’ve got to go. And even if they came in under refugee or asylee resettlement, but they’re defrauding Americans, they need to go. And Colonel Rutledge, almost everybody that I talk to agrees with that.
SPEAKER 03 :
Well, I lived in Japan for four years. And the Japanese, very fortunately, because they are a huge island, nobody could come into Japan and do things like are transpiring within America. It just wouldn’t happen. They control coming in and going out. They protect their values and their history. And… They set a great example. England used to do that, but they have gotten where they have let their old idea of empire cause them so many problems. The colonial era caused the problems in England right now and also the problems in France today. And in Germany, their problems are because they had so many people that were killed at the war. And therefore, they let many people come in from the Middle East, especially from Turkey. They had a lot from Turkey. When I was over there, they were called gastarbeiters, which means guest workers, like green card people holding in America. So… It’s not only an American problem, it’s a Western civilization problem.

And we have Virginia Maka on as well. And talking about Virginia, Americans’ interests first. And What I am learning is who’s really under attack is middle-class America. We have a wealth transfer away from middle-class Americans. We see it in Colorado with taxes and fees. We see it with eminent domain for transmission lines taking their property. And you’ve got an update for us regarding the Southwest Power Pool. So bring us up to speed on that, Virginia Maka.
SPEAKER 15 :
Thank you, Kim. The Southwest Power Pool absolutely plays in your state of Colorado and controls many of our states, Oklahoma, Texas, Kansas especially. And what the Southwest Power Pool was put in place for was reliability and affordability to make sure every American had the ability and the luxury to of electric being delivered to their homestead, to their businesses, to develop their American dreams, to live a better life, improve quality of life. And over the years, as the Colonel referenced, when there is no transparency, especially with the people or honesty, there is no accountability. And so we find ourselves in a predicament of the Southwest Power Pool and the Federal Energy Regulation Commission having a whole set of plans that apparently have never been in view of the public until their hearing in February, where they came before the Kansas legislature and talked in acronyms. But the pictures that they had in the slideshow devastated me as well as a lot of people that started understanding what the real view of the Southwest Power Pool, what their project was. So the Southwest Power Pool is delivering all those transmission lines that you see coming across your state as well as mine, transversing sections of the Midwest, hooking up a delivery system And we find out that delivery system isn’t for anyone in our market of the Midwest, the 17 areas that they do represent, as well as the balancing authorities and the RTO, which are the owners of transmission lines. They control all of that, the Southwest Power Pool does. And they obviously… um are generating electric on the backs of our citizens and our landowners and they have come with authority given authority by our utility commissions and they work alongside them and the thing about transmission is it has the authority of eminent domain in both our states the public good And their plan is to deliver a secondary and a tertiary market to the West Coast, California, Oregon, Washington. They’re developing an integrated market system out there to deliver our power to that section of the country as well as Canada. I don’t see that there’s any… immediate interest for any Kansan in this deal, except they’re losing their land, they’re being taken to court by eminent domain, and the prices of our electric in our state are becoming unaffordable. But the Southwest Power Pull has now maybe ventured into an unknown territory that could be ripe for a federal lawsuit, a class action suit. by our states. And that is what we are investigating right now. We have some lawyers looking into it, constitutional lawyers. And it really is disturbing, Kim, because the secondary market, the receivers of electric and it isn’t our nuclear. It’s all this renewable they’re building in our states. As well as these high power transmission lines, some of them over 700 kilovolts. Those are the kind of lines that have never been built because of the safety issue, because of fire hazards, because lines carrying DC electric high voltage are very, it’s a very unknown science and the impact on our health, the air. The electromagnetic fields have become a big question mark for people. And now we are spawning data centers left and right. Communities are fighting hard in Kansas as well as Texas, Oklahoma, because these data centers will undermine our water authority. So there’s a lot of things that the Southwest Power Pool is bringing on us and putting targets on our backs. And this is our own federal government. So, you know, we have to stand together because without our land, there is no freedom and there is no America first. And so as in Iran, energy, energy is the basis for a lot of of control of people and control of economies and control of countries. And so anyway, going forward, that is what we’re doing in Kansas is investigating the opportunity to take this on in a federal court on a very simplistic matter of an oppressive, they’re now an oppressive government agency that is overstepping their bounds.
SPEAKER 19 :
Well, and California, Oregon, and Washington, along with Colorado, has put our residents in a very difficult situation from an affordability and reliability standpoint for our electricity. And so they’re making poor decisions. And now on the backs of farmers and ranchers taking their land in Kansas and eastern Colorado for this, this is…
SPEAKER 15 :
this is it’s irresponsible we’ve got to get this stopped how can people get more information and help you virginia maca so right now we’re trying to wind down the two weeks left in session and fight against a um a bill that’s been taken apart and put into other bills So the next few weeks are really concentrating on tracking and holding our elected officials accountable, which is an impossible task. And because none of them put Kansas first or America first. And you will be watching Stanford the land, Kansas grow into Stanford the land, and your state can become involved. We’re going to try to expand that to the Midwestern states. We’ve got a lot of people working on our side. We just need to harness them all together. And there are so many reels out there, especially when it comes to livestock concern and ag development and water rights. we need to harness those all into a landing page for people to find out information about data centers. So we will be highly focused on this lawsuit.

Well, Kim, I think that they might consider natural gas… Also, when they’re talking about electricity, because when I first moved to Colorado, you hardly ever saw a natural gas well anywhere. Go over to Weld County now, and they’re everywhere. Now, the more gas that comes out, the lower the prices should be. But it’s just the opposite there. They’re getting out more and more and more natural gas. And my natural gas bill for heating my house goes up and up. It’s like, what’s wrong with that?

And I chose this because I’ve been thinking so much about the American middle class, who, because of the American ideas, have been able to create wealth for ourselves, and that is so under attack. from a public policy standpoint, from onerous taxes and fees. I think we all agree that some taxes for the proper role of government are necessary, but government at the local special district, local school district, county, state level, when we look at the amount of money that is being taken via taxes and fees and regulations, the American middle class is under attack. And so I thought this was a really interesting quote from James Madison, because he realized that property is so important. He said, that is not a just government, nor is property secure under it. where the property which a man has in his personal safety and personal liberty is violated by arbitrary seizures of one class of citizens for the service of the rest. And you can go down headlines and you can see where this is happening on a regular basis. So we’ve got to get government back into its proper roles so that everyday people can continue to create wealth for themselves. He is… Really smart guy, I’ll just say that. And he has been looking at the analytics on our voter rolls for quite some time. Dr. Frank, welcome to the show.

Great to be with you, Kim. Thanks for having me.

And give us a little bit of your history so that people have an understanding of your expertise in the area that we’re going to be talking about.
SPEAKER 08 :
Well, I’m a scientist. I have 60 scientific peer-reviewed publications, so I’m a real, real scientist. And back in 1990, I made a discovery that made me world famous. I’m featured on the cover of the leading journals in the world, like Science and Nature and those sorts of things. I’m a real scientist, but really my real specialty is numbers. I love taking huge sets of data and then analyzing them and figuring out what’s going on and then making algorithms and predictions and models and all that sort of thing. And so when the 2020 election came along, I was invited by the state of Pennsylvania legislature to analyze their elections. You might remember that Doug Mastriano said, asked for an audit. And so during that audit, I was given access to anything I wanted. uh in the state and lo and behold we uncovered a huge amount of real fraud we showed it to the legislature they didn’t want to do anything about it and they’re not the only state uh mr lindell discovered my work he made a movie about me uh called scientific proof in 2021 and then president trump discovered me and had me be his keynote speaker for his first rally in wellington ohio after after he was out of office so suddenly i got thrust into the public eye as a numbers guy a scientist And I’ve been analyzing roles all over the country and coaching teams how to find fraud in their elections using their own voter rolls. And then that way they don’t have to, like, say, well, Mr. Trump says this or Mr. Mandel says that or Dr. Frank says this. They can actually find it in their own counties and that that empowers them to do election reform. So that’s kind of what I’ve been doing all over the country. I’ve been doing it almost continuously since December of 2020. I’ve been in 48 states. The only two states I’ve been in is Hawaii and Mississippi. Everywhere else, I’ve been working hard. And boy, am I working hard here in Colorado. So I’m glad to be on the program with you.
SPEAKER 19 :
Well, it’s good to have you. And you will be the keynote here in Alamosa here this week, correct?
SPEAKER 08 :
Yeah, I spoke last Saturday night at the Lincoln Dinner in Alamosa. I was their keynote speaker there. And then tonight I’m going to be in Douglas County speaking. So they have an event there. Actually, I should have the address handy, but I don’t. But it’s in Douglas County tonight. I can post it on my social media for people if they don’t see it already. But the point that I show people is, My whole strategy is not based upon me making an argument. My whole strategy is based upon me. I show your own data to you. And when you see your own data for your own county, everybody’s jaws drop open because nobody realizes how bad this is. And even the clerks don’t know what’s going on. And I sit with the clerks all over your state and show them their own data and their jobs follow up, and they don’t even know what’s going on and their reasons for that. We can talk about it if you want. Why they don’t know. Yes.
SPEAKER 19 :
Well, let’s talk about something called the Colorado churn. That really plays into all of this, correct?
SPEAKER 08 :
That’s the first part of the problem, yes. So, for example… There are three parts to an election. Who do you sign up to vote? That’s the voter registration rolls. Then how do you vote? Is that on paper? Is that in person and how you count those things up? And then how you report the tallies afterwards. So the first part of the election, the who do you get to vote? That is a real mess in your state, which is why, by the way, the Department of Justice is suing Colorado because your voter rolls are out of compliance with state and federal law. So let’s talk about the churn. So that’s a great question. Let’s say you have 100 people in your county and over a period of, say, four years, 5% of your people move away. Well, that would be a 5% change to your population. And let’s say that your roles track that. Well, you’d have a 5% churn because that’s how much change there’s been. Let’s say that 5% move away and 5% move in. And so you had zero population change. But you’ve had 10% of the people have changed. 5% left, 5% came in. We would call that a 10% churn. So your voter rolls, we can do the same kind of thing. I have seven copies of your voter rolls over the last four years. And I can track the names in the rolls. And I can tell you who’s been added and who’s been removed. And it’s a huge number. So, for example, tonight I’m going to be in Douglas County and their churn is 96 percent. That means the names in the rolls have almost as many people have been added and removed to your rolls as you have in your rolls. And anybody who thinks about that for a minute realizes that can’t be right. Your population hasn’t had that much change. And so then someone might come up with a hypothesis and might say, well, yeah, but that’s because we have a university here or something like that. Except guess what? I’ve done every county in your state and your your average term is over 70 percent in your state. It’s all over the place. And then the next question is, well, why is that happening and who’s doing it? Well, the problem, which is the core problem in every state in America, it’s not just Colorado, the core problem is that the clerks aren’t in charge of the rolls anymore. They think they are, but they’re not. When you move into a county and you want to vote there, you go talk to the clerk. She doesn’t add you to the voter rolls. She logs into a state system that keeps the rolls and adds you to that system. Or let’s say you move away or you pass away and she wants to take you off the rolls. Well, she doesn’t take you off the rolls. She logs into the state system. to take you off the rolls. And so what, she doesn’t actually keep a copy of the rolls. So she doesn’t see the rolls actually changing. She only knows what she’s added and removed. And what happens is there’s huge numbers of names being automatically added and removed. She has no idea. So when I sit with the clerk and tell them that, they usually deny it at first. And they’ll say, oh no, I’m the one that manages the rolls. And I’ll say, well, how many people did you add and remove last year? And they’ll give me some number. Say I’m my example of 100. She would say, well, yeah, I added 5% and removed 5%. And I’d say, okay, so you should have a 10% churn, right? Yeah. Well, you have a 90% churn. Where did all the rest of that churn come from? And they’re always shocked. They have no idea how much the state was changing their roles. And I can give them the list. I can show them all the names that have been added and removed. And that’s a real shock to them. So that’s what the churn is.
SPEAKER 19 :
So, Dr. Frank, I don’t I live in Douglas County, so I don’t understand because I’ve I’ve been registered to vote in Douglas County for many years. I’m still registered to vote. I haven’t seen anything change with me. So how do we get to this 96 percent? I’m I’m perplexed on this.
SPEAKER 08 :
Great question. So. a good clean voter rolls i’ve been analyzing voter rolls for 40 years it’s you know my numbers guy um a good clean voter rolls should have about 70 percent of the population voting age population in it so let’s say that you have a hundred people in your county that are 18 and older your voter rolls should have about 70 people in it and those are the real people the people that live there that work there go to school there that sort of thing And it would be normal for that to go up and down a little bit and have some churn there. But in your state, every county has been inflated. So what’s happened is your rolls have grown from 70% up to near 100%. So we just use some simple numbers here. You should have 70 people in your rolls, but actually you have 100. And who are those 30 people? You live and work there in Douglas, so in your county, you’ll be in that lower 70%, you know, the normal people, the people that live and work there. But that 30% that’s been added in, who are those people? Well, those are people that the state has automatically added. People that get a driver’s license, people that renew their car, people that get welfare, people that get on health and human services, or if you touch any government agency, such as you go to jail or anything like that, you touch any government agency, you’re automatically put in. And what I show people in my talks is I show them a graph of their own county voter rolls, and I can show you that tonight, and I show you a graph of the whole state. And what you’ll notice is around 2014, The voter rolls in every county suddenly surged, and they were all around 70%, and suddenly they all surged up to around 100%. How did that happen? Well, that wasn’t the local clerk doing that. It’s in every county. It was the state doing that. So that’s where the churn is happening. So all those names are being added or removed kind of continuously in a constant churning thing, and that’s happening so much. That you constantly have fresh names and you’re mailing ballots to all those people because whenever you add somebody to the voter rolls, they’re an active voter and you’re mailing ballots. So if I were to make this really practical, let’s say that your county mails out 100 ballots. Will 70 of them go to real people in your county, including you? And 30 goes somewhere else to people that aren’t real voters. They’re moving in and out. They’re all over. They got added. They don’t even know they’re in the rolls. And so that what that does is it creates like a credit line of ballots just floating around that can be scraped up and used for to stuff ballots in the election and tip elections one way or another. So that that’s where that comes in.
SPEAKER 19 :
Okay, so clarifying. So it would make sense that 70% of a population might be voting age, but there’s no way 100% could be because part of the population that’s being counted is children, right?
SPEAKER 08 :
Maybe I made a mistake there. Every county kind of has its own percentage. If you take the total population and you multiply that by about 80%, that’s pretty close to the voting age population. It’s a little lower than that. So I’m not talking about the total population. I’m talking about the voting age population. You should have, in a clean voter rolls, 70% of the voting age population in the rolls. So that’s a good clarification. Mm-hmm.
SPEAKER 19 :
Okay, so next question. So 2014, that’s when I think that we started mail-in ballots in Colorado, or right around that time. And that’s when you said the voter rolls really surged. So next question, if there’s people… So in that 30%, that’s where all this movement is going on, that people are added in and taken off.
SPEAKER 08 :
And removed. Yes.
SPEAKER 19 :
So who’s getting those ballots then? Is the people that are being taken off, there’s no longer a ballot that’s generated for them? I think that’s the proper way to say that. It’s not that they’re getting ballots. It’s a ballot that is generated for these people, correct?
SPEAKER 08 :
Yeah. If they’re taken off, then a ballot isn’t sent to them anymore. Correct. But the problem is that you’re constantly adding a whole bunch of new people and removing the old people. It’s churning, churning, churning. In fact, so much so that in the last four years in Douglas County, your rolls have churned to 96. You’ve added and removed 100 people from your rolls when you only have 100 people voting age. It’s crazy that you’ve had that much change. Your population has only changed several percent, not that much.
SPEAKER 19 :
Okay, so the cliffhanger question on this is why, and we’re going to keep that there. We’re going to go to break. We’re talking with Dr. Douglas Frank, and he is a scientist that specializes in numbers. We’re talking about voter rolls. And the question is, is why this churn? I don’t understand why. Okay. And you are an expert regarding numbers. And we’re talking about voter rolls. And what we’ve determined, first of all, in Colorado, the county clerks do not really maintain the voter rolls. It actually is going into a database that is maintained by the Secretary of State. Do I have that correct?
SPEAKER 08 :
Yeah, you got it.
SPEAKER 19 :
Okay. So 70% people that are registered, people that exist in Douglas County, mail-in ballot is generated for them. But you said there’s this real churn that is occurring on 30% of these ballots that are generated. And… So people that are being put on the roll, taken off, it’s almost 100%. Why? Why is this occurring, Dr. Douglas Frank?
SPEAKER 08 :
Great question. During the break, I went on to the U.S. Census and looked up the population in Douglas County. And the population of 18 years and older people in Douglas County is around 280,000. Well, in your voter rolls, as of January 2025, you have not 280,000 people in your rolls. You have 287,000 people considered active voters. And when you include the inactive, it takes you up to 316,000. So I’ve been saying you should have about 70%. of the 276 000 but you’re you have more than 100 so your voter rolls are like 35 over i would say one in three of the people in your voter rolls don’t belong there and you were saying why is that happening is that and who’s doing that is that what you’re asking yes So, you know, governments don’t do anything, right? Governments hire everything out. It’s not like your Secretary of State Griswold is sitting there in her office every day adding and removing people from the rolls. She’s hired this job out to another organization. It’s called ERIC, the Election Registration Information Center. There used to be about 32 states in that. And the point of that was several states got together and said, wow, our voter rolls are really getting dirty. People are moving to other states. Let’s all work together and clean up each other’s voter rolls. But as it’s turned out, the Eric states have the dirtiest voter rolls in the country. So as of last year, a dozen states have come out of that. Colorado is still involved in that. And they’re down to about 20 states now that are in Eric. So it’s not like I’m pointing the finger at Jenna Griswold saying she’s the one doing this. No, it’s really that you’re jobbing this out to another organization. And what they’re doing is they’re not coming to Jenna and saying, hey, you need to remove these people because they’ve moved to Texas. They’re coming to her and saying – You’ve got a whole bunch of people that moved in your state that you don’t have registered yet. Here’s a bunch of people you ought to automatically register them. And so what’s happened is you have accelerated the rate at which you’re adding people, but you’re not cleaning up at a commensurate rate. She’ll add them, but she won’t remove the people that have moved away. So that’s why the Department of Justice is suing your state. And they’ll win. They’ve been suing all over the country because your state is not complying with the National Voter Registration Act and HAVA. And you’ve been accepting grant money from the federal government to do this, but you haven’t been keeping up. And when the Department of Justice came to Griswold and said, give us a copy of your role so we can confirm whether or not you’re complying, she won’t comply. And in a sense, I can’t blame her because your roles are really bad. And it’s going to expose the fact that your state is out of compliance with state and federal law.
SPEAKER 19 :
So there’s no way that really these elections are free, fair, transparent and transparent and honest. Then if this is the case or or the possibility of them being free, fair, honest and transparent is is very low. Correct.
SPEAKER 08 :
Yeah. And what happened is in 2021, several of your citizens in Colorado got together and formed an organization called US EIP, United States Election Integrity Project. And they prepared a massive report showing how bad the situation was in Colorado. Well, as a result, especially the voter rolls. As a result, your legislature passed a law saying it’s illegal for citizens to look at the voter rolls to to try to clean them up. And I mean, it’s not only bad here. Your government is trying to cover it up and eliminate the ability of citizens to address it. So you’re in a bad situation where the government is basically forcing their will upon the county’s. So what I’ve been doing here is I’ve been going county to county and I’ve just finished this in a couple more counties down here in the San Luis Valley. I chose the San Luis Valley because it’s full of small red counties where they’re very conservative. And when I show them how dirty their own voter rolls are, they’re shocked because they didn’t think they were bad because they have. local people that are running they think are running elections and when i show them what’s really going on they’re very upset about it and they’re like well we’re wasting all this money because every election we’re mailing ballots to a whole bunch of people who aren’t really here and that’s a lot of money we’re wasting exactly so why would you want to do that and they don’t so i’ve been organizing multiple counties to stand together and tell the state you know what your voter rolls are out of compliance with state and federal law the department of justice is proving that we’re not going to use them. And in the process, we’re going to have a better chance at having a free and fair election, and we’re going to save all kinds of money. And that’s what I’ve been doing here in the state, is organizing that movement.
SPEAKER 19 :
How is this going to play out for the 2026 midterms? Because I think this is a very important election.
SPEAKER 08 :
You’re exactly right. And, you know, if you watch Trump’s behavior… Venezuela is not an accident. Venezuela is where the 2016 and 2020 elections were being controlled from, which is why he targeted them. It’s like a personal vendetta for him almost. And you’ll notice that Tulsi raided Fulton, Georgia, and you’re next. And you’ll notice that Trump took… Space Force away from you guys and took it to Alabama. He’s coming down on you guys. Well, it’s not just you. It’s all over the country. That’s why the DOJ is suing all these states. In other words, he’s trying to get this cleaned up before the November 2026 election. There’s there’s an executive order he passed in 2018. that gives the executive branch the authority to nullify an election that has foreign interference in it. And Biden renewed that executive order, and it’s been renewed again this time. So if we’re not sufficiently cleaned up by the November 2026 election, and there’s foreign interference in it, Trump can nullify it. And you can imagine what would happen in our country if the eruption of Biden of angst about that. You know, that just seems so anti-constitutional that our president can nullify an election. But you might recall that back in June last year, Kash Patel started revealing some of the FBI investigations after the 2020 election. One example was right outside of Detroit. The FBI seized one million fake driver’s licenses and a million fake ballots that had been produced in China. And that’s not speculation. You can go look it up. They actually seized it. And that’s only one example. There are massive amounts of ballots being printed that are being stuffed into our elections. And having all these extra names in the election like you guys have makes you really vulnerable, especially since you’re using all mail-in. So Trump, if you look last year, he did a tweet in August where he said he was going to try to lead a movement to get rid of mail-in ballots and get rid of the voting machines, etc. And that puts you squarely in the crosshairs.
SPEAKER 19 :
Well, I would really like to get things cleaned up before the election. I think nullifying an election with the amount of hatred that is fomented against Trump would really put us into a real crisis. So the work that you’re doing right now is so important. We don’t have much time on this, Dr. Douglas Frank.
SPEAKER 08 :
No, we don’t. But I’ve got a good, solid movement going in the San Luis Valley and a couple other counties in your state. And what I’m hoping is soon we bring it to a head, like, say, April or May. We bring it to a head where these multiple counties basically link elbows and tell the state, we’re sorry, but we’re not going to use your voter rolls anymore because we can show how dirty they are. and because they’re dirty we’ve also analyzed our elections and lo and behold we’re receiving ballots from dead people we’re receiving ballots from people who don’t live here anymore and are voting in other states and so and we can show that and since they can show that that empowers them to tell the state look we’re just not going to use your system so i think You know, do I think I can fix every county before the election? No. But do I think I can create a crisis moment where the state will have to address the problem? Yes. And so that’s kind of where I’m going. I’m trying to bring it to that point where it forces it into the public eye, forces it into the legislative consciousness, and they have to deal with it. That’s where I’m going.
SPEAKER 19 :
So I am the president of CUT, the Colorado Union of Taxpayers, which is an all-volunteer group. And I always like to say thank you to them. Steve Dorman, Greg Golianski, Russ Haas, Bill Hamill, Rob Knuth, John Nelson, Wendy Warner, Marty Nielsen, Ramey Johnson, Mary Jansen, Dave Evans, Corey Onozorg, Paula Beard, and Ray Beard. And… We had, there’s a bill that just came through, it’s working its way through the legislature, and it is modification of our elections. So we have seen down here at the state legislature all kinds of different bills making it more and more difficult for to see what’s going on with our elections. And in a way, I think that they’re probably trying to play long ball as we’re looking at what might be coming down the pike because of things such as what you have discovered here, Dr. Douglas Frank.
SPEAKER 08 :
Yes, I think that’s true. And I love you guys here in Colorado, but I’m sorry to tell you, you have some of the worst elections in the country. I’ve analyzed every state. And what you know, it’d be one thing if you had a mess, but it’s another thing if you have a mess and your state is trying to cover that up and enforce it as a mess. And that’s the situation you’re in. So it’s almost like we have to bring it to. I call it a First Amendment fight. Let’s have a First Amendment fight here. Let’s bring it out into the open and shine the light on it. And when everybody sees that this is real. Especially, and it’s not an accident that DOJ is suing you because these all go together. The nice thing is that I don’t have to make anything up. I can just show people your own numbers. And they’re like, what? How can this possibly be real? Exactly. And so all I have to do is show your own numbers, and they’re right from Griswold’s own website. And so just shining the light on it. creates this awareness. And I think that’s why there’s all this legislation is happening to try to stop that from happening. And that to me, I mean, why would you want to have a non-transparent election? They’re supposed to be our elections. The people are supposed to be able to trust them and be invested and participate. And instead of that, your state is trying to make it less transparent and force the imposition. Now, I spoke to a county commissioner in December here in your state. I was here. And you guys have a group of counties that have already begun linking elbows on this unfunded mandate stuff. And that, to me, seems like a great strategy as well. I was in Rio Grande recently, and one of the commissioners said, the state is forcing us to use these Dominion machines, and we don’t want to. We want to stop doing that. They’re a small county. We want to do it by hand and save a bunch of money, but the state is forcing us to spend $80,000 to renew our contract. We don’t want to do that. We don’t have the money. So that’s another tack we can take. And you mentioned the taxes. So in other words, if the counties can get together and say, look, we don’t want to spend our money on this. And in fact, look how dirty they are. And look at the Department of Justice is proving that we’re a wreck. So the counties are going to have to kind of find a spine and link elbows and push back. Otherwise, I don’t think anything’s going to happen.

And we’ve been talking with Dr. Douglas Frank, who you work with. What can you add to what’s happening here in Colorado right now, Jim?
SPEAKER 10 :
Well, a lot. But I would start off by saying that Dr. Frank has really put it very succinctly. You know, we continue to hear that Colorado has the gold standard of elections and it’s a complete and total fabrication. If you get into just your own precinct, which he said, just look at your own data, look at your own street, and you begin to find things that are really disturbing. And I know last time you and I talked, I mentioned the very first thing that I looked at on my list was an age-sorted demographic list of people, and I found somebody who was 2,020 years old. That just can’t happen. Obviously, it’s a typographical error. But the point is that it shouldn’t be that way. I go one step further. I look up the address and the address is registered to a mailbox store. Well, that’s a violation of the election law for Colorado. You can’t use a business address and you can’t post a P.O. box. One step further. in the election law it says that the secretary of state is obligated to run national change of address every month and within 21 days of posting those records to the county clerk they’re supposed to take action on that there are innumerable instances in every where this just simply isn’t happening. And the state is not doing its job to maintain good, clear voter rolls. And that’s evidenced in the fact that, you know, as he pointed out earlier, that you’ve got more than 100 percent of the people voting. You have more people registered and getting ballots than should be voting. So there’s a lot of problems here that are so evident in Colorado. And if you open your eyes to the issues, they’re right in front of you.
SPEAKER 19 :
So a couple of questions then, Jim. Many people ask me because, well, backing up in 2024, our listeners came together and we have two lawsuits that we filed regarding the elections in Colorado, one through Unite for Freedom, formerly United Sovereign Americans, the other through Peter Berninger and Wisconsin Center for Election Justice. And so I’m learning that justice is very, very slow. Both of those cases are still working their way through the courts. But a lot of people ask me about this decision regarding Judicial Watch, that Judicial Watch had— against Colorado to clean voter rolls up. What do you know about that, Jim Elliott?
SPEAKER 10 :
I don’t know that I can speak in great detail to that, Kim. I know that based on what I read in the election rules from the state of Colorado and just the simple actions that they’re supposed to take, they are not taking action to clean up the rolls. And as Dr. Frank said, they’re limiting our ability to do that by putting in additional regulations that makes it more difficult to challenge what’s in the rolls, making it more difficult to actually see what’s in the rolls so that you can challenge it. So, again, I think that the state of Colorado, to Dr. Frank’s point, is putting up more barriers against what’s happening in the state. The DOJ suing the state of Colorado, it’s literally… ludicrous that she would sit there and say to you that she’s not going to expose the data. She just doesn’t want to pull the curtain back because she knows how ugly it is in the state of Colorado. So go back to that decision. And I think the one thing I could answer to you is that the state is defying all legal action where they’ve been asked for change because there is no change happening in this state.
SPEAKER 19 :
Okay. And Dr. Frank, as Jim mentioned this, in this piece of legislation, the modification of elections, one of the things that’s in that 44-page piece of legislation that is working its way through the Statehouse at this time is that One voter could not challenge the validity of another voter. So as Jim’s talking about this, you can see the Colorado State Legislature is trying to put in place things to thwart people from being able to get to free, fair, honest and transparent elections. And it’s remarkable to me, Dr. Frank.
SPEAKER 08 :
Yeah, I agree. I got to just say to you, when I spoke to my colleagues, because I work across the country in multiple states, I have very successful movements all over the country. And when I told them that I was coming to Colorado, they said, you’re wasting your time. Don’t go there. The legislature and the secretary of state are just crazy. They’re hounding the people there. It’s like tyranny. You’re wasting your time. You’re not going to be able to accomplish anything. And I didn’t accept their advice, and I met with Jim, and we set up a state team, and we said, certainly there are going to be some counties in your state that are going to be willing to stand up to this tyranny. They’re going to be willing to say to the government, no. You pass all the laws you want, but you may not disenfranchise us from our constitutional rights. And we’re going to stand up for our constitutional rights. We’re not going to agree to your unfunded mandates, et cetera. And I really think, you know, as I travel the country, I’ve learned that. that there are some states where they don’t think they have a problem, but it’s pretty good there. Well, the problem is in Colorado, you notice that the pain level is increasing for your citizens. Taxes are getting crazy. The government regulations, I mean, you’re castrating your children. In other words, it’s getting worse and worse. And so as the pain level is getting higher and higher, the citizens are waking up and engaging. And especially in your more conservative counties, they’re not going to put up with it. So my strategy here, and Jim is… key to the strategy here. He’s helping me lead which counties should we organize. I can’t do this myself. I’m all over the country. I need people like Jim and his team to help me But the multiple counties, and I meet with the sheriffs, I just got to tell you, when I showed the data to the county sheriff in Sewatch County, he was ready to arrest people. He was running around. We had to calm him down. Just wait a little bit here. Wait a little bit here. We’re going to organize a few of the other counties. We’ll do it all together. But you have plenty of good patriots here who are willing to stand for their rights and stand for our constitutional rights. And you have plenty of good sheriffs. who are willing to interpose on behalf of your counties. We just have to get them organized. Because if we just sit here and wait, as Jim has pointed out, your legislature is just going to make it harder and harder against your own citizens. And the elections belong to us. They don’t belong to the government. And for hundreds of years, we ran them ourselves locally. And we should go back to that.
SPEAKER 19 :
Well, and I always like to make the clarification that the Democrat Party of today, the Democrat Party that is in power here in Colorado, is not the Democrat Party of JFK or your grandpa and your grandma. This is a radical activist Democrat party. It’s been taken over by radical activists. And when I go down to the statehouse, Jim Elliott, many times I see these legislature legislators really not even respecting people that have shown up to testify. And they act like they think that they’ll never lose another election. And I’ve always thought that was curious. Jim Elliott, you are the state leader for the Colorado election integrity.
