All these things are an assault upon property rights. So we need to contract this list and get back to liberty, which is the responsible exercise of freedom. Remember, if something’s a good idea, you should not have to force people to do it. And on the show, we focus on the issues. We’ll talk about people that may be behind those issues, but we really are working diligently to stay out of all the personality stuff that’s going on out there. And we need to continue to engage in this battle of ideas to catapult us into reclaiming this great American idea. Our quote of the day, I went to Soren Kierkegaard, and he was born in 1813 and died in 1855. He was a Danish theologian, philosopher, poet, social critic, and religious author. And he said this, he said, there are two ways to be fooled. One is to believe what isn’t true. The other is to refuse to believe what is true. And again, that’s Soren Kierkegaard. Regarding headlines, I thought this was pretty important. And this is from Gun News Daily. Bent County, Colorado declares itself a Second Amendment sanctuary. So as many of you know, there were several bills that were passed here by the Colorado State Legislature and signed by this Colorado governor. regarding really an assault upon our Second Amendment, which is our right to keep and bear firearms to protect ourselves against bad actors. And so Big County, Colorado unanimously passed a resolution to declare itself a Second Amendment sanctuary, opposing new legislation that mandates firearm safety training for the purchase of Semi-automatic weapons and the law signed by Governor Jared Polos requires individuals to complete a hunting safety course, but has faced pushback from county officials who argue it infringes on constitutional rights and imposes undue burdens on rural residents. Yeah, I’ve been in business almost as much as Joe’s been alive for about 25 years. I started right after I graduated from college with a degree in finance. started kind of working in corporate america for several large financial corporations always with the desire to kind of branch out on my own and finally took that leap of faith if you will catapulted myself um when i founded mint financial in 2014 and you know that really um what’s the start of something new, something fresh, something amazing, and have never really looked back. So Mint Financial is my own firm. We’re also an independent firm, which means that we don’t have any type of proprietary products or anything like that. So when we make recommendations to our clients, it removes that conflict of interest. And so our clients know that when we’re making recommendations, we really have their best interests at heart.
SPEAKER 05 :
So does that mean you’re a fee-based? Is that how people, how you make your living or how does that work?
SPEAKER 06 :
Yeah, that’s a great question because I think there can sometimes be a little bit of confusion around that. So we are an accredited investment fiduciary, which means that we are held to a higher standard. Again, must always put our client’s interest first. which most fiduciaries are fee-based firms. However, we’re kind of a hybrid firm. We believe that we want to work where every client is best, and not all clients fit within the fee-based platform. I would say that 90% of our business is fee-based. But, you know, if you have a brand-new client who is just getting started, sometimes they don’t necessarily meet that fee-based platform. So we’ll work with them.
SPEAKER 05 :
other areas as well but definitely fee based is the majority of our business okay but you do work with people so young people that are just getting started you will help them begin that whole journey and I think that’s really important what makes you different
SPEAKER 06 :
Yeah, I love that question. We work with everybody. A lot of financial advisors will have minimums, and I don’t really believe that. Of course, we’d like to work with all the multimillionaires too, but I really believe that we want to work with people who value our advice, and sometimes that’s somebody who’s just getting started, sometimes that is the multi-millionaire client. We’re a really small firm. We’re a boutique firm and we keep that small intentionally because what does make us different here at Mint is we’re relationship focused. Mint, the name of our firm, is really an acronym and the M in our name really is the core value behind what we do, which is the relationship focus. So M stands for meaningful relationships. And if we’re a firm that services thousands of people, you can’t focus on the relationship. So we really do keep it small so that you have that one on one feel. Yeah. So Memorial Day is special for my family. I do have a military background. My dad served in the Coast Guard and unfortunately he gave his life for our country. And when I was 14 years old, he was a pilot for the Coast Guard and he was flying the E2 Hawkeye, which is the military aircraft that has the satellite dish on top. And what they would do is they would fly over the ocean looking for drug smugglers coming into our country. And One afternoon, it was the day before my birthday, something went wrong on the plane. There was a technical issue and the plane, something caught fire. And so dad turned around and they were headed back to the airport. And unfortunately, they didn’t make it. The plane crashed about a mile away from the runway and everybody on board was killed.

There’s going to be an election in Douglas County at the end of June regarding whether or not Douglas County wants to become a home rule county. And so in studio with me, we’re going to do a pro and a con on this. A pro on this issue is Commissioner George Thiel. And Commissioner Thiel, it’s great to have you here.

Great to be here, Kim. Thanks for having us.
SPEAKER 05 :
And this question, there will be ballots going out the first part of June, right? And the ballots are due at the end, June 24th or something?
SPEAKER 15 :
Correct. They’re going to mail. The clerk is going to mail them out on June 2nd. They’ll be arriving in everybody’s mailbox that first week of June. They’re going to have a few weeks to return that until June 24th, close of business, 5 p.m.
SPEAKER 05 :
Okay. And what’s going to be on this ballot? What’s the questions?
SPEAKER 15 :
Yeah, so it’s really going to be three simple questions. Number one is going to be, should the people of Douglas County sit a home rule commission? Yes or no. And of course, I advocate for yes. And then there’s going to be a question of who should be those home rule commissioners. First, pick three at-large Home Rule Commissioners. And then the third question is pick six from your Commissioner District. So people in Castle Rock, Castle Pines will be electing District 2 delegates to the Home Rule Commission. Folks in Parker, Lone Tree. They’ll be going ahead and electing for District 1. And then folks in Highlands Ranch, Sterling Ranch, Roxboro, they’ll be electing for District 3. And again, they’ll have a choice of six to elect as district representatives to the Home Rule Commission, and then three at-large. And Abe, Kevin, and I, that’s Commissioners Abe Layden, Kevin Van Winkle, and then myself, we’re running for those at-large positions.
SPEAKER 05 :
Okay, so there will be a total of 21 people on this commission? Yes, ma’am. Okay, 21.
SPEAKER 15 :
As mandated by Colorado Constitution, Article 14.
SPEAKER 05 :
Okay, okay. So how did the idea for this get started? Who’s behind this?
SPEAKER 15 :
Well, first and foremost, I mean, hey, I might be the one to be blamed for being behind this. I grew up in Weld County, Kim. In 1976, Weld County went home rule. And so my whole life growing up as a kid in Weld County, I heard adults around me say, do you hear what the governor is doing? Do you hear what the legislature is doing? And there was always an adult there saying, it doesn’t matter. We’re home rule. And it’s in our research and legal analysis, sure enough, there’s of the tens of thousands of discrete statutes on the books and Colorado revised statutes, there’s only 115 statutes. that can override a home rule charter, 115 out of thousands. Every year, there is one or more bills written in the state legislature that purposely excludes home rule counties from that provision. And that’s when this really took hold for me, because during COVID, I saw how Weld County was reacting to the statewide shutdown enacted by Governor Polis, And I knew coming into it, because I was on the Cass Rock Council at the time, that we had little choice on what was going to happen. And we turned to the county and we found out the county had little choice. And yet you looked at Weld County during COVID and they were just not complying. with a lot of the shutdowns. Now, individual businesses that wanted it, sure, they had problems with their liquor licenses with the state. But Weld County had far more latitude when dealing with these government overreach situations that we saw during COVID. And that’s when it really sunk for me. And I started when I ran for county commissioner in 2020, I ran on a platform of taking us home rule. And finally, this year, I’ve got two colleagues that agreed with me and we’re moving forward.
SPEAKER 05 :
Okay. It seemed, though, that Douglas County ended up doing pretty well because Tri-County… health became zero county health, right?
SPEAKER 15 :
Pretty much. Yeah. But that was something else, Kim, that people said, oh, it’s impossible. I mean, we had Kyle Clark on 9 News punking us out saying, what is Douglas County going to do when they fire all their health experts? Well, it turned out that we had a lot of really good public health experts living in Douglas County, and it helped us to shape our own public health department. Which, by the way, we haven’t had to raise taxes. We haven’t had any cost increase at all out of our general fund. And we’re doing it. Actually, when you look at all sources of revenue, whether state or federal, we’re still coming in about $3 million less than we were paying for Tri-County. And by the way, I know people focus on, well, what’s our local cost? Don’t we all pay state taxes? Don’t we all pay federal taxes? So we’re $3 million more efficient with our public health dollars than Tri-County ever was.
SPEAKER 05 :
Love that. Obviously, I love that. So I noticed here on the website, there’s good information, that there are 43 things that a home rule city can do. Excuse me, a home rule county can do, correct? Correct.
SPEAKER 15 :
Well, those are the annotated powers in Section 30 of Colorado Advised Statutes. Okay. We can probably do more, though, when you get out of those annotated county powers. And those are additional powers that the county would have under home rule than we have today as a statutory county. Okay.
SPEAKER 05 :
So what’s the top three things that you would want to accomplish, change, whatever, if in fact this home rule was instituted?
SPEAKER 15 :
Well, first and foremost, it’ll give us a great set of tools in our toolbox to resist what’s going on down at the state legislature. Every year we just see a slide further and further to the progressive radical left. And as a home rule county, just like Willard County today, we’ll have more capability to resist, to, quite frankly, pick and choose what laws will apply to us. And that doesn’t even count the ones that the state’s going to write to totally accept out a home rule county from its provisions of an individual bill.
SPEAKER 05 :
So are you saying that a home rule county would not have to adhere to any of the stuff that’s happening down there?
SPEAKER 15 :
You said any of the stuff. Yeah. Let’s not go crazy here. The reality is, no, there are still going to be state concern bills that are written. None were written. There were no bills written in the 2024 legislative session that would override a home rule charter. Zero. None were written to be of state concern.
SPEAKER 05 :
So like 003, the magazine bill?
SPEAKER 15 :
Great example. 003, everybody keeps telling me, and I keep asking and I keep reading 003, both what was first introduced and then massively amended before I got to the governor’s office. Everybody tells me, oh, it’s meant to be of statewide concern. It’s meant to be statewide. But I can’t find the discrete phrase of state concern through it. Our concealed carry laws were specifically written to be of state and local concern. That’s a quote right from that bill that gave us our concealed carry laws. We don’t have that in Senate Bill 3. So Senate Bill 3, you know what? It’s a massive unfunded mandate on the sheriff’s office where it is really how it hits. Quite frankly, I believe we can address 003 in Douglas County with a home rule charter that annotates the powers and responsibilities of the sheriff. Because those are not in the current statutory county capability for a statutory county sheriff that we have today.
SPEAKER 05 :
Okay. Okay. Next question. And I’m talking with Commissioner George Teal is there are some that are concerned that this is being really fast tracked. A lot of people like what we’re going to have an election in June. What they don’t know. So what would you say to that when people are concerned about it being fast tracked?
SPEAKER 15 :
Well, we’re following the law. The way the law, specifically the provisions of Article 14 of the Colorado State Constitution were written is we’re following that timeline. We could take longer, which would just mean another two years as a statutory county where we wait and see what happens in the legislature. We wait and see what creative left-wing writing they’re going to keep coming. We made the decision that we’d like to try to get this done this year so that next year, January 1st, 2026, Douglas County is a home rural county.
SPEAKER 05 :
What are the three top issues, because you would be one of the commissioners, what would be the three top issues you would want to come out of the box and address?
SPEAKER 15 :
Very specifically, I’d like us to discuss what is our identity and try to encapsulate what that Douglas County identity is in our Home Rule Charter. You know, right now we’ve got term limits, two four-year terms for all county officers. That was passed through a vote of the people a couple years ago. But the reality is a new set of commissioners could introduce provisions and get that removed without a vote of the people. Well, if we encapsulate that in the charter, then we have term limits that are a part of the charter. And the only way to reverse that is a full vote of the people. I’d want to do that. Right now, as a statutory county, the Douglas County commissioners could introduce gun control under current laws in the county. I don’t think that’s right. I think any new gun control should be only passed by a vote of the people. We can do that with a home rule charter. And so we can limit inherently. I don’t know if anybody knows anybody who lives in Douglas County, but yeah, we like our gun rights.
SPEAKER 05 :
Wouldn’t that be unconstitutional for the people to vote for gun control? Say that again, Kim. I think it would be unconstitutional for 51% of the people to vote to take away their Second Amendment rights.
SPEAKER 15 :
Oh, I absolutely agree with that. But it would be legal under Colorado law right now. The reality is, and by the way, in Douglas County, I don’t think that’s going to happen. I think any vote on guns and gun rights in Douglas County is going to favor gun rights. Let’s encapsulate that in our Home Rule Charter so that we don’t get, you know, listen, we’ve got one Democrat representing any district in Douglas County in the state legislature right now. Democrat influence in Highlands Ranch is growing. Well, what do we do with our Home Rule Charter to protect us in case more gain seats? They gain seats on the Board of County Commissioners. I think that’s the real goal that I’m after with the Home Rule Charter is to protect that conservative identity that we have in Douglas County.
SPEAKER 05 :
Okay. Next question. There are those that are, my understanding there’s polling that’s going on regarding this issue. So that takes money. So who’s paying for that stuff?
SPEAKER 15 :
Well, we did ask about Home Rule on the biannual community survey that we do and that we’ve conducted. And that was something Douglas County has been doing for over 20 years of just going out to the community, gauging what people think, asking about topics like Home Rule. And we’ll be getting that report today as Board of County Commissioners. Any additional polling, I’ll tell you what, listen, Home Rule, I’m not the only guy who’s an advocate here. There are other residents in Douglas County that have been talking to me for years about Home Rule. My understanding is I think they have organized. They do have an issue committee out there. How they are polling, what they’re polling, how they’re paying for it, I really don’t have all those details. Okay.
SPEAKER 05 :
Okay. And then there are those that are concerned that this might be about water. My previous producer who’s retired was a train guy and he was down in southern Colorado and they were at a bed and breakfast and they’re talking with the owner. And she said, oh, you’re from Denver. Well, there were a couple of guys in suits down here. This was several years ago wanting to take our water. And so there are those that are concerned that this is about the water down in the San Luis Valley. And, of course, the kind of the insatiable appetite for water in in the metro area. So what’s your thoughts on that?
SPEAKER 15 :
Well, first and foremost, you’re probably talking about the RWR plan from a couple years ago. Listen, that was a plan that was going to happen essentially at that time when Douglas County, just like right now, is a statutory county. If that was the plan then, quite frankly, I don’t know how home rule gets any additional advantage. A key piece of home rule is it gives control within the county. It doesn’t give enhanced control outside of the county. Well, if you’re talking about bringing water in from another part of the state, I don’t understand how Home Rule is going to advance that ball any. Again, Home Rule is intended to help establish that identity within the county, help establish those laws within the county to self-regulate, just like a Home Rule municipality would.
SPEAKER 05 :
OK, Commissioner Teal, thank you so much for coming in. Your final thought that you’d like to leave with our listeners and you’re welcome to stay. I hope you will, because we’ll have the against guests here on on the line. So your final thought.
SPEAKER 15 :
Well, I’m happy to stay and happy to participate in the conversation. This is an important conversation for the people of Douglas County because it’s a question of do we just submit to what’s going on in the state legislature and in the governor’s mansion, or do we give ourselves additional freedom? Do we give ourselves additional choice on how we live our lives in Douglas County? My answer is, and you and I have talked about this many times before, Kim, when we were both on municipal councils, my default position is freedom for the people in our jurisdiction. And in Douglas County, I think freedom and liberty is what will drive us forward always. Home rule is that roadmap to freedom and liberty in Douglas County. Okay.
SPEAKER 05 :

It’s June 24th in Douglas County asking whether or not Douglas County residents want to become a home rule county. And that’ll be a yes or no. And then there will be another question about your district commissioners that you would elect to be on this commission to draw up the charter for this. And then there will be at large questions or candidates as well. So we had Commissioner George Thiel in the previous segment who is pro on this Douglas County Home Rule question. Now I’m pleased to have David Eyre on the line. He’s a professional engineer, a water specialist, retired director of Office of Acquisition with the Veterans Benefits Administration. David, welcome to the show.

Good morning, Kim. Can you hear me?
SPEAKER 05 :
Yes. Is audio good on that, Joe? You think? OK, we think we’re good on that. So, David, we’ve got this set up. Commissioner Thiel was on in the previous segment. And you are not in favor of this question on the ballot. So tell us why.
SPEAKER 09 :
No, I am not. In fact, my blood pressure got up when I heard George talking about this is only about home rule and our ability to control our own destiny from the state. If you look at the Home Rule Charter, one of the authorities that a Home Rule has is the right to buy and bond for water projects. Okay, and as I was talking with you previously, and I talked with George last week on the same subject with Tim Wheat from Castle Rock, it is an issue of what is in it for them. As an acquisition person, I always look at where the agenda is. And in regards to Colorado, it’s about water. Water is always critical to everything we do. Jim Sullivan, who was county commissioner, when I first started dealing with this back in 1994, and I always went around and around about water. And it comes down to water in Colorado. And this whole scheme is about the ability to bond and buy water outside of Douglas County and bring it into Douglas County. And you’ve got to look at who’s going to make money off this. It would be the bonding agencies and those people that are consultants. and they make tremendous amounts of money doing this when i was on the pioneer southeast of a different southeast suburban water sanitation district otherwise known as the pioneer we found this out in regards to seeking projects uh you could do uh bonding and then you’d pay for it with tax tax revenue and capital don’t you have to would there have to be an election david ire under tabor to do that no no That’s the authority of the county or the taxing authority in this case. It would be the county commissioners. And they can go out and do that and have tax revenue pay for that. That Castle Rock has gotten themselves in trouble with that. They are in debt hundreds of millions of dollars to metro districts. And it doesn’t require you to go out and get the people’s permission to do those revenues because they can justify it under infrastructure costs. And so I would challenge George again, and I’ve had this discussion briefly, about what is in it for him and Abe when everything is all said and done. That’s just the bottom line. It is about water. It is about them being able to take and earn money off of commissions and consulting fees and be able to not even produce a product. Castle Rock is in this problem right now with projects out there that can’t pay their debt. uh because of uh of the bonds that were issued many years ago that the residents are now paying off and so you always have to look at who’s going to make profit off it and follow the money why are we doing this
SPEAKER 11 :

SPEAKER 05 :
If George is still there, I’d love to talk with him about it again. Would you like to respond to that, George?
SPEAKER 15 :
Yeah, you bet. I mean, as very typical when I talk to Democrats, you know, David’s talking about making money and who’s making money. I’m talking about freedom and liberty. I’m talking about giving the people of Douglas County the capability to resist the left-wing politics coming out of Denver. every single day during our legislative session and david’s talking about who’s making money and making money obviously he wants some consulting feeds out of this whole thing and that’s what the opponents are talking about the proponents though are talking about freedom and liberty for the people of douglas county giving us the legal structure to combat what we see every day in the legislature, every day coming down with executive orders from Jared Polis. It started in 2020 during COVID, and he’s doing it just this week by telling, by overriding the local zoning that municipalities had, or he’s going to hold back state funds that we all paid into with our taxes. And so, David, it’s all about who’s going to get rich, who’s going to make the money. He seems to know a whole lot about consulting. He seems to know a whole lot about how to make money in the water business. And he’s the only one talking about that.
SPEAKER 05 :
Okay. David, just a quick question. Hold on, David. Is Weld County, of course, this is pretty early regarding that executive order that Jared Polis came out and said that, and that’s the problem with government. The government giveth and the government taketh away. And so is Weld County, they won’t have to adhere to this?
SPEAKER 15 :
I don’t know. Like you said, we’re pretty early in what’s going on. I could tell you as a county, I haven’t dug into those executive orders. I know that they’re oriented on enforcing transit-oriented development. We got like five blocks in unincorporated Douglas County along Broadway and Highlands Ranch that’s affected by these TOD, these transit-oriented development orders. laws that the governor is trying to enforce through executive order. So it probably doesn’t matter much to us. Weld County, as far as I know, I thought Weld County was exempted out of the TOD in unincorporated Weld County because that’s another law that exempts home rule counties.
SPEAKER 05 :
Okay. Okay. Thank you, Commissioner Teal. David Iyer, your comments.
SPEAKER 09 :
Well, first off, he attacked me for making money. I don’t need to make money. I’m a retired federal employee of 40 years. I retired from the military. I should say I retired from the military after 40 years. I’m a retired federal employee after 35 years of service. I don’t have to work another day of my life. I don’t have to do anything, George. I’m not like you, who has stolen Valerie, who claimed to be something that he did not.
SPEAKER 05 :
Hey, David, let’s stay to the issue, okay?
SPEAKER 09 :
No, no. His issue is he brought up, I would make money off of this.
SPEAKER 15 :
Well, you brought up that I would make money off this, David. You were the one that said there has to be something for Abe and George. Listen, you know what something is? I get to live in Douglas County. David, last week you told me you’re about to leave for Idaho.
SPEAKER 05 :
Hold on, Commissioner Teal. OK, you finish your thought, please.
SPEAKER 15 :
Well, no. Last week, David told me that he’s about to leave for Idaho because he can always leave for Idaho. Well, you know what? I’m from Colorado.
SPEAKER 11 :
Hold on.
SPEAKER 15 :
When I was in the military, I always had a Colorado license plate on my vehicles. Was it cheaper? Absolutely not. I could have easily gone and put on Wyoming plates. I live in Colorado. I’m from Douglas County. I’m working for the people of Douglas County.
SPEAKER 05 :
Okay. Thank you, Commissioner Thiel. David, your response. And let’s stay to the issues of… My response is…
SPEAKER 09 :
is what is in it for George and Abe. And they heard this from me when we were at the state convention a couple years ago. We don’t need RWR water. We want him to be very clear. This is not about home rule. It’s about control of bonding. It’s control of who can pay for what, who’s going to benefit from what. So George, you’ve got a false narrative here, and I’ve called you out on it before, and I’m calling you out on the public airwaves. George, what’s in it for you?
SPEAKER 15 :
Okay, thank you, David. But Kim, that’s the deal. There’s what’s in it for me. I get to live in Douglas County as a home rural county. I get to reap the benefits of a locally controlled county in the state of Colorado as allowed by the laws of the state of Colorado. David is doing exactly what all the opponents are doing. They’re making it personal. And then they’re switching the narrative. They say it’s got to be there has to be a catch. There has to be some personal benefit. And then when you turn the table on them, just like Democrats, just like all liberals do. They automatically say, no, no, this isn’t about me. Don’t don’t ask about me.
SPEAKER 05 :
My question on this is on the table is this bonding authority, because that’s one of the things when I was on city council, because you and I were on you were on Castle Rock and I was on. Lone Tree City Council at the same time, I realized that we’re supposed to be representatives of the people. But what can happen is that people start to think they’re working for the entity, whether or not it’s the city or the county or whatever. And so they were using something to get around TABOR at that time called COP certifications. Certificates of participation, I believe is the phrase. Yeah, is what it is. So I think that is one of my concerns is having PBIs, politicians, bureaucrats, and interest parties encumbering us, we the people, without our approval, which is what Tabor is supposed to be about. So I would be concerned. Would the county have bonding authority to be able to bond for a project, whether it’s water or whatever, without the permission of the people?
SPEAKER 15 :
Honestly, I don’t know, Kim. I haven’t looked at it. It’s not the area of concern that I have. The area of concern that I have is not a lot of people know that Douglas County debruised in the 1990s. Douglas County was the first county to debruce and to… undercut Tabor back in the 1990s. Under a home rule charter, we could copy and paste the taxpayer bill of rights right back into our home rule charter. I’m talking about that. Our county treasurer, Dave Gill, is talking about that. That’s where my focus is. So as far as this bonding authority, I got to confess, I don’t know. I’m not talking about that. I’m not thinking about that. Putting every provision of TABOR, the Taxpayer Bill of Rights, into the county charter, that’s exactly what I want to do. And that’s why I’m running to be a Home Rule Commissioner. Okay.
SPEAKER 05 :
And regarding the debruising, that was something that I learned was kind of sneaky. And the debruising was on the having to ask for future or to keep excess revenue. And and that was put into lots of these ballot questions. And I remember I was just starting to learn about it. And it was I noticed it was a South Suburban bond question that it was it was in there. I don’t think people really knew what they were voting for on that. David Iyer, okay, we’ve got about, hold on here, about four more minutes. So let me, I want to be fair on time, and we’ve kind of gotten into your time. But, you know, let’s talk about the issues. Let’s try to stay focused on that.
SPEAKER 09 :
Okay. George brought up under the homeroom statute, section 30-35-201, subsection 18, counties may purchase water. They purchase water and water rights for the purposes of supplying counties and the inhabitants thereof with water. When deemed necessary and proper, the governing body of a county may purchase and hold the lands with which said water right is connected, whether the same is within or beyond the corporate limits thereof. So, George, you need to go back and do more research on what the authority would be that you would have, and bonding is one, and the right to buy water would be another. And I challenge you that you just put out a false statement that you didn’t know that, because that’s very clearly delineated in the Colorado statute.
SPEAKER 15 :
Well, the reality is a statutory county can buy water now. I know. I was on the Cassarock Council when Cassarock bought the Chatfield allocation from the county. And the county purchased that in the 2000 zeroes. as a part of the Chatfield reallocation to hold that water for the water districts in the county, be it Parker Water or specifically Castle Rock Water. And I was on the Castle Rock Council, and I want to say it was 2018-2019. to buy that from the county. So you need to do your research, David. The reality is a statutory county can buy water right now. So what you’re saying is, no, don’t do this thing that will help us resist the left-wing tidal wave coming out of the state legislature every year because it’ll allow us to do what a statutory county can do right now.

Ballots will go out June 2nd. And it’s regarding home rule. And also commissioners that would be writing the charter for this on the line with us is David Iyer, and he is retired with the Veterans Benefits Administration, also an expert on water. And this came in, Commissioner Thiel, on the line. It says, can commissioners under home rule, could commissioners set their own salaries?
SPEAKER 15 :
Well, the Home Rule Commission can establish what the salaries for county employees should be. In Weld County, they do that through a separate body instead of the commissioners to set that pay. We could do something like that in Douglas County as well if we wanted to. Or under Home Rule Charter, we could merely establish that you will always follow the pay schedule as set by the state legislature, just like we do right now.
SPEAKER 05 :
Okay. Next question. In the charter, could it negate term limits?
SPEAKER 15 :
Yeah, and that’s something we really need to be careful of because, yes, term limits could be negated by a home rule charter. And so I would tell anybody, make sure you’re asking candidates when you meet them or talk to them or in a format like this, where do you stand on term limits? Me, I voted for our term limits that we live under right now because I lived in Douglas County when we passed that back through in the 2000 zeroes. And so I still say two four-year terms was good enough for George Washington. It’s good enough for me. And I will be working as a Home Rule Commissioner to make sure we have term limits preserved in the Home Rule Charter.
SPEAKER 05 :
Commissioner Thiel, thank you so much. And you have given your final… thought at the end of your segment david ire we have a couple of minutes left uh he is uh and you’re for uh commissioner teal you are for this home rule question david you are against and you’ve got a couple of minutes to with your closing uh comments

Yes, I’ve been a member or lived in Douglas County since 1992. I came back after military service in Germany to Douglas County and built my career in Douglas County. I own property in Park County. I own property in Douglas County. I also, through the passing of my parents’ estate, my dad was a retired Army colonel. I have property in Idaho now. I am originally from Idaho. My family came westward from the East Coast in the late 1880s through the 1930s, and one of the big things was water development along the Montana, Wyoming, Idaho, Washington State, and Colorado. It didn’t matter where, they were always there, and they knew and understood that water was the key to settlement in the West. And so I have a vested interest of over 30 years living in Douglas County. I also have options that other people don’t have. So those that are going to be in Douglas County need to understand home rule gives authority that is currently controlled by the state. I’m probably one of the most conservative people you’re ever going to run into. Okay, and I am very proud of the service that I’ve done, and I am available to talk further about this, but this has come off very, very quickly. It’s come through a process that’s been very shaded and not open to the current statues. The Sunshine Law Acts, when I was a director on the Water and Sand District, We had to be very, very careful of what we talked about in executive session or when we had more than two members together because then that would be viewed as doing business outside of the purview of the public. And I would say this whole thing has been very shady, very clouded. It’s going very, very quickly, too quickly in my opinion. And it needs to be slowed down and you need to take your time because there’s a lot of power and authority that’s going to occur with a whole new charter county that you currently don’t have. And there’s a lot of limitations and there’s a lot of restrictions on the power of the county commissioners that would be taken off. Okay.

And I got a question for you. I know that you help people if they’ve been injured, and we’ve talked about this, but I don’t think people really think about it, and that is social security disability. What is it, and who should apply?
SPEAKER 10 :
I’m glad you brought it up. It’s one of those things, it never ceases to amaze me how many folks don’t know it exists until really late in the game. it’s a program like retirement. You know, if we pay into the system, we’re entitled to take money when we’re 62, 65, 67, 72, eventually it’ll be up to 80. But it is there for folks that don’t make it to retirement age and have something happen to them that prevents them from continuing to be able to work, put food on the table, support their family. So if someone is working they’re paying into the system they suffer an injury that is going to prevent them from working for one year or they suffer or contracted disease or diagnosed with cancer anything that prevents somebody from going out and continuing to work they have the right if again if they’ve worked and they’ve paid into the system generally speaking there are some exceptions but if you’ve worked for five of the last 10 years and something happens and you can no longer work and you’re not at that retirement age, you can apply for and should apply for Social Security disability benefits that will pay you until you reach that retirement age.
SPEAKER 05 :
What’s the timeline on this? Does it take a while? It does.
SPEAKER 10 :
It does? It does, yeah. It can take, in Colorado, generally… And the average is really out there, but last numbers I saw, 281 days from the date an application is filed to be given an initial decision. 281 days. Now, most folks, and it’s because the system is set up the way it is, they will be denied. And a lot of folks just leave it at that. But if they truly are unable to work, have been unable to work, are going to be unable to work for a year, we will file an appeal, and eventually we will request an opportunity to plead our client’s case in front of an administrative law judge. And generally speaking, again, that’s where most people, when a judge actually hears the person, listens to their testimony, understands why they can’t work, what the diagnosis is, what the doctors have placed on them as far as restrictions, that’s when they will be awarded Social Security disability benefits.
SPEAKER 05 :
Okay. So if people have questions about this, they can give you a call. That initial call is complimentary, correct?

It is. It’s no cost, no obligation. And really anyone listening out there, if you know someone who’s been hurt or or diagnosed with a disease or has cancer that is unable to work or will likely be unable to work, those are the folks that should talk to me now because it does take so long to get an application. So people that wait five months, six months, seven months, they could have filed five, six, seven months prior if it’s likely that whatever’s happened to them is going to keep them from working for an entire year. Senior editor at Epoch Times. Okay. Well, China is certainly in the news. And one of the things, obviously, is Trump’s tariffs. And I saw a headline that said that the Trump tariffs have affected manufacturing in China. What should people know about that?
SPEAKER 07 :
Yeah, there are a lot of people losing jobs right now. More than 40% of college graduates cannot get a job. And I won’t say that’s the effect of tariffs alone. It has been accumulating this pressure, job market, like maybe over the last one, two years. And right now, there are a lot of protests. Workers at the construction site and workers in factories and even some employees at the local government entity, they cannot get their salary. So they work months and months and have not got salary. Then they go to the street and protest. It’s been going on in many cities around the country.
SPEAKER 05 :
So this is in China, correct? Yes. Okay. Is this making international news?
SPEAKER 07 :
No, because all the news in China are controlled by CCP. The Communist Party control tightly CCP. all the information, including social media, internet, even text message. If you text something wrong, it can be automatically deleted or someone might be at your door and the government security people. So even though there are a lot of negative news, going on and a lot of crisis, they control the information tightly. And their media promote negative news in America. So over the last, like, I would say six or seven years, there has been a large scale of anti-American propaganda. So if there’s anything wrong in China, they say this is because of America.
SPEAKER 05 :
Okay, Dr. Chang, Dana Chang with China News. This seems to me like this would become a very dangerous situation in China if people are not receiving their paychecks, their salaries, and they’re going hungry. That is one of the things that can really cause upheaval. So this seems like this could be a very dangerous situation.
SPEAKER 07 :
Well, Communist Party do not look at things this way. They say there are two ways, two ways. two tools to rule the country, to rule people. One is gun, another is pen. So with the propaganda and tightly controlled information and with gun, they can control people. They have been controlling people for a long time and they believe they can continue to control people. And they have been in crisis all the time. In 1950s, And early 1960s, there was a famine. It killed between 30 million to 40 million people. They starved to death. And not many people knew in the society because they controlled information so tight. And now with all the social media and phone, people know the information, but not the scale of the crisis. So a lot of people just listen to the news, which create a fake environment. They think, they believed what the CCP, the Communist Party is saying, oh, China is in rise and America is in decline. Quite some people follow that, have been brainwashed and follow that propaganda.
SPEAKER 05 :
So, Dr. Dana Chang, I could see that these policies have been going on for a while that is causing this. I could see, though, them using the narrative of the Trump tariffs and blame Trump to foment more anti-American sentiment of the people of China. What would you say to that?
SPEAKER 07 :
Well, it’s dangerous, because the crisis is real. Like, people know, like, in Shanghai, right, high-end restaurants, and there are a lot of mainstream, like, restaurants are closing, and very low, like, street food are booming. People can see the effect. The train station is not crowded as before. People can see it. So how many people believe in communist party? Very few. In China, only the very top communist leader want to use the communist system to hold on to the power. So people are awakening, especially Apple Times published a series. It’s called nine commentaries on the Communist Party. It laid bare the history of the Communist Party, how it had killed so many innocent people and its ruling. The book and the series of commentaries have been spread underground in China so widely, and many people publicly stated that they are withdrawing from the party. So this movement is almost like a Berlin Wall falling apart from the inside. More and more people are awakening. I think at some point, right, with more people awakened and see the evil of communist system, the communist party will fall apart. It’s a matter of time, and we are getting very close.
SPEAKER 05 :
What would happen then? So there would be a power vacuum, which again can be a dangerous place to be. What do you think might happen?
SPEAKER 07 :
China has had a 5,000-year history, and only 100 years we had the Communist Party. So I’m not worried that China has enough smart people to rule a normal country.
SPEAKER 05 :
Okay, good point, 5,000 years to 100, although there’s been a lot of misery in that. Let’s talk about now, how can people find China News? What’s the website?
SPEAKER 07 :
Okay, so our website in English is theepochtimes.com, and it has 24 different languages. And the Chinese people from inside China, some are savvy enough to get around the censorship and get on the Chinese website, that’s EpochTimes.com. So Chinese people, with their access to the outside information, they would know the truth. So CCP is very scared of Epoch Times and they see Epoch Times as the number one enemy because it lay bare its own Evil history.
SPEAKER 05 :
Okay. And we’re talking about the publication, Epoch Times, then. And so two questions, a little off subject. So there’s some people that have said the pronunciation is Epoch Times, and some people say that the pronunciation is Epoch Times. Are both correct, or is just one of them? Which one’s correct? We usually call it Epoch Times. Okay. Okay. Now, again, I missed the first part of the website for China News, so a little slower so I can get that.
SPEAKER 07 :
It’s theepictimes.com, and you go to the China column.
SPEAKER 05 :
Okay. Oh, at the Epoch Times, go to the China. Yeah. Okay, great. So I have this pulled up then, and it says that you’d written this, I guess. It says, when I was still a student in China, my professor critiqued newspaper articles and TV programs every day to educate me. He showed me line by line how the media in China lied. why they lied, and the consequences of those lies. Did that happen in China, or were you studying the United States at that time? In China. He could have gotten in big trouble for that, yeah?
SPEAKER 07 :
Right, right, right. People got into trouble when listening to Voice of America, but when I was in college, there were some people individuals who got educated before communists took over and they knew the difference of a free world versus the communist so um in private he could teach me this way and I was lucky because in 1980s, there was a short period of time. It was relatively open, like it was trying to open to America. That’s why I could come to America and work on my Ph.D. program.

Yes. Yes. Yes. We started AppleTime in year 2000. It was founded to counter the propaganda of Chinese Communist Party.
SPEAKER 05 :
Well, and it’s developed into this publication. I subscribe, and certainly there’s everything online, but I actually once a week get a real newspaper, which I love. And one of the things that you had mentioned in this piece here that I’m regarding you is that you said the U.S. government recently has been discussing the danger of the United Front. which is a Chinese organization tasked to infiltrate America. You were reporting on this 15 years ago. So let’s talk a little bit about the United Front.
SPEAKER 07 :
United Front is an organization that directly entered the central government, I would say, like a communist party from the very top. They want to use… Chinese people, mostly Chinese people or poor China people outside China to advance agenda of Communist Party. So for example, there were many Chinese residents in United States and they have different organizations. For example, Fujian Township Organization and some student organization. Then Through its United Front system, they connect with the organization and try to expand its agenda to the United States. That’s similar to Confucius Institute in different universities.
SPEAKER 05 :
So our universities are certainly under scrutiny, I would say now, that all kinds of money that, well, first of all, the federal government has given them. I know in Colorado, state government gives the universities and colleges money. And then, of course, there’s tuition. And then I’ve apparently China has influenced colleges and universities curriculum by giving money to our colleges and universities. It’s pretty there’s a there’s really a web on this indoctrination of our kids. And do you think we’re going to get this walked back?
SPEAKER 07 :
The most dangerous part is the university has different research projects that are very advanced. And some of those research projects are related to military. And so China would send its students, sometimes not students, military staff disguised as citizens, and come here and study or partner with those labs and would sponsor money and participate in the work in those labs but the true purpose is to help advance its own military so right now i think the war the tariff war is not a trade war in my opinion it’s not a trade war we have shift so much wealth to China. And if the money is to make people have a better life, that will be, I think, will be okay. I mean, it’s weakening America. It’s not sustainable, but it’s not so dangerous. But China actually The Communist Party control majority of the money. They use the money to advance military. And communist, their number one goal is to beat America, because it sees the existence and even the concept of freedom as the number one threat. So when they build the military, it’s a real threat to America. So it’s a national security issue. It’s not just a trade issue.
SPEAKER 05 :
Wow. So is Trump being effective with these tariffs?
SPEAKER 07 :
I think Trump is clear about this, that Communist Party is not a normal human party. Communist is a very different concept. I don’t think American government or people understand communist system well. So the communist can do many different things you cannot predict.
SPEAKER 05 :
Well, in Dr. Dana Chang, we have had so many products manufactured in China. And I know that these electrical or electric transformers, these big transformers, many of them have been manufactured in China. And so there could be things in those transformers that that could flip them off which if those things went down people in america would die there are people that would die so what what do you say about the way that we have all these chinese products in our country some of them for really critical things that china could ultimately control yes um it is dangerous um they have tried to infiltrate into our utility system
SPEAKER 07 :
But China, the CCP itself, has been facing internal crisis. Its military generals keep missing. It’s like generals appointed by Xi Jinping have been missing from the public, right? seriously unified internally, the communist is facing pressure both internally and internationally. It depends on, you know, it’s not as strong as it looks, but it’s very evil. It can do, like, things Western countries cannot imagine. So it’s very important that We have to gradually decouple from communist system.
SPEAKER 05 :
Is that one of the things that you think Trump’s trying to accomplish with these tariffs?
SPEAKER 07 :
Well, he understand the danger, but at this point it’s not easy to decouple. It is not, but we must do it. Yes. At least at the critical industry. those that would affect, for example, our health and the military-related.
SPEAKER 05 :
So those would be the place to start. Right. So what about the people of China with this upheaval there? Are they going hungry? What does that look like, Dr. Chang?
SPEAKER 07 :
They suffer a lot, and… Recently, we reported that many business owners escaped China because when the government are running short of money, they would take money from the private companies. It sounds crazy, but that’s the reality. So it’s not getting to that point that people stop to death, but it’s It’s rolling back to almost like 20-some years ago.
SPEAKER 05 :
I’m going to change subjects just a little bit. Last week, I had Virginia Maka on with Stand for the Land Kansas, and she brought something to my attention was regarding the components that are manufactured in China for, I have it in air quotes, green energy. So, for example, solar panels or wind turbines. Things that are manufactured in China, actually, from a human rights standpoint, some of it’s being manufactured by slave labor. For example, the Uyghurs in northwest China. What’s your comments on that?
SPEAKER 07 :
The largest pool of slave labor has been Falun Gong practitioners. So Falun Gong is a peaceful meditation. In China, it was widely spread, and government at that point was actually encouraging that. But later on, when it was so popular, communist leaders got very scared because communists would not allow anything, even jogging. or bird watching group, they get big. So it started to arrest large group of Falun Gong practitioners. They have been thrown to labor camp. And in labor camp, they were forced to do manufacture. And I had a friend who work on like a Christmas gift and products inside the labor camp. That’s the largest scale of slave labor.
SPEAKER 05 :
So that’s one of the reasons why things can be manufactured in China at lesser cost is because really of human rights, that if you’re using slave labor, you can actually create a product that’s cost less, yes? Yes, yes. That’s part of the reason. Okay. I was just thinking of, I have Christmas decorations that I love, and I see that they’re made in China. I think I’m going to look at them differently, Dr. Chang.
SPEAKER 07 :
This 90-day pause of trade war is exactly the time window that China can export a Christmas gift. Right now, they are trying to seize this 90-day pause pause this time window to export the Christmas gift.
SPEAKER 05 :
Because that’s a big market for American consumers, huh? Right, right. So what should we do as American consumers regarding this issue?
SPEAKER 07 :
You know, I’m from China. I’m sympathetic with Chinese people. They are ordinary people. They deserve a better life. But on the other hand, I think America can understand the evil of communists better. So in its policy, in its decision, and especially the high and part of the business people need to understand that so that we are not going to get caught in the system.
SPEAKER 05 :
So, Dr. Dana Chang, you are a very courageous voice. And as the senior editor of China News and also one of the co-founders of the Epoch Times, you are really a courageous voice out there. And home rule, I know that a number of cities, we talked about home rule earlier. Question for Douglas County. There’s only two other counties that have home rule in the state at this particular point in time. And so we wanted to do a pro and a con on that. And Commissioner George Teal was the pro and David Iyer was the against. And so that was a spirited discussion. And let’s see here. Next thing, somebody called in and wanted some information regarding Tina Peters. And she is now at the La Vista facility in Pueblo. And my understanding is it is very helpful to get some money to her so that she can purchase things at the commissary. I’ve heard that the food is just terrible. And so there’s several different ways you could do that. And I’ve just been thinking about it. You can actually go to Colorado Department of Corrections and you could go to the La Vista facility. And I think that you could give money to put into her account there. I think that there’s a problem with too much going there, though, because we certainly don’t want a situation where others might, for whatever reason, take it out on her. So I think probably… If you want to help her, I would recommend that you go to TinaPeters.us. That looks like that’s her website. And you can make a contribution there. And then I think that they can get funds over to her as need be. And President Trump, this is on his radar. And she really is, I think, a political prisoner. She was sentenced to nine years in prison. And the judge would not let her. She’s appealing that. And the judge would not let her post bail while this was under appeal. But yet we have catch and release of people that have come here illegally and committed crimes on many times. And so this just doesn’t match up. But that website, again, is TinaPeters.us. And that’s probably a good spot right now where you can help her. and this is going to be really interesting to see what happens. She was in a situation that it was really, in a way, a no-win situation. The state of Colorado has in place in election law and rules and regulations a lot of stuff that is of great concern. But one of those, again, this is my understanding, is that county clerks, do not have access to the voting tabulating machines in their county. That seems like that’s something that they should have access to. And Jenna Griswold, a Secretary of State, she is now a candidate for Attorney General, her office was going to have, I have this in air quotes, a trusted build. where basically coming in, updating, and Tina was concerned that with that update, some of the previous records might be overwritten or might be erased. And under federal law, she is to make sure that those records are maintained for at least, I think it’s 24 months, right around there. I think Colorado law, it’s 27 months. I have to ask why these records aren’t kept for a lot longer so that we could go back and look at these elections. That’s just a question that I have. But anyway, this was within that 24-month time frame. And so she was concerned. And so what happened was I would say she was a – and I think that’s where the real issue is. She needed to get in to get access to these records so that she was preserving these records. And my understanding is that the judge would not allow this information to be brought out in her trial, which you have to question that. So anyway, but it was somewhat unconventional what they had to do to get access to that. And it’s a process. It’s a policy. And I think she was convicted on process and policy questions. And so if you want to help her, and again, a caller had reached in, TinaPeters.us. That’s TinaPeters.us. This came in from Jenny. She said that we need to be calling Polis every day to exonerate Tina Peters, and that number is 303-866-2471. 303-866-2471. So that’s also something that could be done to help her as well. And certainly have her in your prayers for… for strength and wisdom as well. We’ve got a little bit of time to go through another headline, which is really important. As you know, Governor Polis signed House Bill 1312, which is the bill, the transgender bill, the radical activist extreme transgender bill. And this is from Fox News. It says Colorado parent groups sue the state over controversial new transgender law enforcing compelled speech. And it says Colorado potentially faces a major lawsuit regarding this. It says on this last Friday, Governor Polis signed into law House Bill 1312. It’s a bill that expands state anti-discrimination protections for transgender individuals by allowing a person’s chosen name, to qualify as a form of gender expression that is protected under the Colorado Anti-Discrimination Act. And now that the bill’s passed, the group defending education has sued the state on behalf of the Do No Harm, The Colorado Parent Advocacy Network. Congratulations to Lori Gimmelstein and her whole team over there. And Protect Kids Colorado. And congratulations to Kevin Lundberg and to Aaron Lee on this. Groups out of concerns that the law could violate their free speech rights. And it says the new definition of gender expression is unconstitutionally overbroad. The lawsuit provided to Fox News Digital reads because it covers any treatment based on the use of a chosen name or other forms of preferred address. It punishes many forms of constitutionally protected speech. And it says it continues, when speakers refer to transgender-identifying individuals using biologically accurate terms, they advance a viewpoint about a hot-button political issue, gender ideology. And that kind of speech lies at the core of the First Amendment. But it says, but the act’s definition of gender expression makes all such speech discriminatory and unlawful. And so Colorado, I think, really is at the tip of the spear of all of the stuff that’s going on. And we had somebody that texted in on this. Let me get to the text line. Gosh, here we go. They said that… that they were reading something from Seth Cashall that said that Colorado is the only state in the union that has not been growing the Republican Party. And I think that we have to realize that this just didn’t happen overnight. This has been happening, unfortunately, with the Republican Party. For some time, Kent Theory, all the things he’s doing regarding elections, all of this is connected. And we will continue to discuss all of this because we must reclaim this state. This is not a Democrat or Republican issue. This is a liberty versus force issue, a freedom versus force issue. So we will continue the discussion on all of this. And the quote for the end of the show from Zoran Kierkegaard is this. And he said that life is not a problem to be solved, but a reality to be experienced.
